I'd like to get an estimate of what would be required to build a bluetooth network platform similar in capability to this https://www.bridgefy.me/developers.html. I'd like to fund the initial development and capability, but ultimately open source the code. It will need to be well-tested, scalable etc.

It's kind of difficult to determine an estimate, as even a single individual with enough time, effort and love can set up such a system.
