Dear Sir I am a java developer with more than 5 yrs experience developing high scalable webapps. From your project description. i believe we could develop this project using spring framework. it provides lots of features i think we could benefit from while developing this application. like email, security(role based for both admins, normal users). For sms integration we may need o use some sms services out there like twilio. they have good api.
