I would create an AWS Simple Email Service. Create and send the emails using serverless lambda functions. Create a workflow to manage Your Bounces and Complaints with Amazon SES. You want have a actual server up and running all the time and you will pay for what you use.. If you send me more information about how many emails you send on daily basis, I can get you the cost for AWS Lambda and SES usage.
