Android OS Specialist for custom made hardware based in Sydney, Australia

We're looking for an Android OS specialist in Sydney, Australia. This is for an ongoing project. First stage below. Someone who knows how to compile Android, root devices, configure the whole system, push updates/security patches to the devices etc. Not from the user interface, but who knows their way around Android's core system files. We're developing a custom made Tablet that will be powered by Android. We would like to install our own customised version of Android on the device with for example our logo in the boot screen. The tablet will also have some unique hardware components like a PIR sensor. To start with, we need to quickly learn what we require from our manufacturer who has indicated they're just providing us with the hardware. For example they're providing the touchscreen, webcam, microphone etc. Must we request they provide us with the software drivers for that hardware that is compatible with whatever version of Android we're going to use etc... Or does does Android come with drivers already? As you can see we are a bit over our heads. We are looking for someone to assist us customise and then control the software on our Android devices.
