Animate Video generator from XML

We are EMCI TV and need a video for World Weather Forecast like: [login to view URL] From an external list (XML) of chosen cities (around 20) where we broadcast the animate generator read the forecast from the web ([login to view URL] and [login to view URL]) and is able to export a movie file to be broadcast on our channel. The forecast will be for one or two days only.
