Arduino: potentiostat - output voltage regulation based on input measurements

I am looking for someone who would design a prototype (schematics + code) with an Arduino to regulate output voltage based on input measurements (you may get more information if you Google: potentiostat). This has to be done through the same two pins, so input and output terminals are the same. The logic is an analogy for battery charging, so the output voltage supply is interrupted in short intervals to measure the input voltage potential and conductivity which are the base for output voltage regulation. I already have MCP4725 and INA219 breakout boards which could help with that. The output voltage range is between 2-10 V and the output current is between 0-50 mA. I do not know the exact relation between the input and output, so code has to be flexible and allow me to experimentally find out correct regulation values.
