I presume you do NOT plan to use a third-party library (such as ImageMagick) - so will implement the necessary transforms in the program itself, using matrices. When doing some MOOCs on image processing and applications of linear algebra, I came across several such examples of manipulating images using C. Though I didn't written any of these programs, given my expertise in C language (and the fact that I've participated in several topcoder challenges in C language), I'm pretty sure that the task can be completed almost in 3 days.
