FiveM ESX RP Server developer and programmer

Hey I want to start a new heavy RP server and start it from scratch. Now, I don't know nothing about development looking for an experience developer to help me out. Its gonna be a Economy based RP server and I need all the RP modes and even be able to customize the crazy things going on in my head. I'll need a server set up from the beginning to the end (end it's when the server up and running). RP mods for example: Drugs with custom locations and sell to everyone. Player vehicles not lock pickable Lockable cars (personal owned) Realistic Vehicle handling On Duty, Off Duty custom locations at Hospitals and PD's Lockable Jail Cells and doors for PD's Bank/Store robbery requiring cops Legacy Fuel Hands up/Down Finger pointing Robbing Other players Weapons/Money/Item Kidnapping Assigneable Business titles - Shared storage location, 1x per business.
