Hello, I am an electrical and electronics engineer with an experience over 5 years in the field working on industrial applications. i have good experience in arduino as I use it for my hobby prototypes. I believe what you are trying to implement here is something more like a stroboscope with a stepper motor integrated to it. Surely a required frequency can be generated using a timer and a controller circuit and use it to light the flashing light. To control the stepper motor, the easiest method is through PWM signalling. By varying the pulse width, the speed of the stepper motor can be varied according to what we want. If you find it difficult to understand the technical jargon I will make sure you understand everything clearly when this project ends. Let me know if you are interested.
