keyboard shift lock state control

Please create for me a utility that will control the keyboard shift lock states. Program name: [login to view URL] Target OS: Windows 7 to 10 Possible parameters: ([default]) num-lock=on | off [on] caps-lock=on | off [off] scroll-lock=on | off [off] function-lock=on | off [on] resident=true | false [false] function-key=true | false [true if resident] Example 1: [login to view URL] num-lock=off Will turn caps lock off, scroll lock off, num lock off, and if possible function key lock on. Then terminates. Runs silently, no display needed normally. Example 2: [login to view URL] num-lock=on resident=true As 1 except it continues to run quietly in the background, detecting changes to the num lock setting and fixing it again. Also monitors caps lock and shift key usage: if caps lock is on and someone types 'shift+letter key', then give them a capital letter and turn caps lock off. This gives the operator what they obviously intended and turns off the lock state that the operator didn't realise was on. Example 3: [login to view URL] resident=true function-key=true Keyboards that have an "Fn Lock" key (MS, some Logitech) have two modes for the function keys F1 - F12. Our program will translate the alternate keycodes back to the standard key codes for function keys, so that the application software is oblivious to the alternate keyboard state. For example, F5 will work as F5 regardless of the Fn Lock state. Note that it may be impossible to control the state of the function key lock as it may be implemented in hardware inside the keyboard. Don't waste time on it if this seems to be the case. Implement as two exe files (resident / transient) if easier. If this works as well as I think it will, I plan to donate the concept and code to the [login to view URL] project. Thoughts welcome.
