I've read everything. of course, I apologize, but what you want can't cost 30-50$. next, you want "small footprint", but prefer python or C#. :D both act oppositely. C can do the way, you prefer. ultrafast and ultrasmall. and also, your config semantics looks messy, honestly, but whatever the client wants. I could do that for 200 in 14 days. maybe faster. as a service, with admin rights, all those things. but it's a huge security hole, btw, what you want - a service, running under the system account, and parsing clumsy text files, taken from a remote machine, containing commands to be run (!) locally. a dream, attackers couldn't have even dreamed about. contact, if interested.
