I read your requests and after putting some thought into the project I think the best way to handle this is a desktop-based WPF application developed in Visual Studio, running on .NET framework 4.5. My language of choice is C# and I would choose a SQL Server Database, because it's complex and it could be stored on a server with SQL Server Express installed (free) and it's pretty easy to connect to it by typing the IP in a configuration file. I have developed some .NET desktop applications lately and I work at a good pace.
