Hello. I have been programming C# since 2003. I am unfamiliar with an SIL file. You state it can be opened with Notepad, which implies that merely changing the file extension accomplishes your objective. My bid isn't for that; I will have to adjust my bid once I learn more details. If all you want is for the file to have a different file extension, that's pretty trivial (most of the work will be developing the UI). On the other hand, if you want the file to be transformed that will be more involved. I would like to learn more about your project.
