Part 1/10 of a large programming project

I have an old C# program that was written last year that is disorganized in terms of readability and needs to be refactored. I am not at a level to do this otherwise I would. There are about 9000-10000 lines of code spread over roughly 30 fileslast time I checked. It will probably take a little bit of time to make some sense of it, organize it and then actually code it. This will be the first phase of the project. It also has several modules including Google firebase for licensing purposes. I am willing to pay a fixed flat rate of $150. So please do not come back and ask for more. If you do this job well, the next order of business is to port this C# program to golang. You will also be required to sign a NDO.
