Looking for Woocommerce developer -- 2

I am looking for a smart and intelligent real skilled freelancer and not for time waster who ask me how to develope. you have to modify the design and the functions by our requirement. please read well the following description and dont ask me over chat how to do this. we need the following main functions: 1 ) the price of products must be dispalyed excluded VAT VAT included VAT in the product page, in the cart and at the order process 2) we are located in Germany, all clients from Germany must pay the price included VAT, if the client is from another EU country and has a valid VAT id, than the VAT has not to be calculated in the final amount, but if the EU client has not a valid VAT id, it must pay the VAT like a German client, if the client is from outside of EU countries (Swiss, Norway e.g.) than don’t need calculate the VAT. in your proposal, you have to notice the time, hours for completing of these both tasks. other functions will be discussed later after these finished, we dont have currently a website, please dont ask for URL.
