While I would be quick to bid for this project, I would love to advise on the risks of using Excel as a data management too. An excel sheet lack controls and versatility as such. My recommendation is you consider Ms. Access - a tool designed exactly for that purpose - database management. With this, you are able to control what each user can access or edit. In addition, It offers a good user interface and easy to upgrade to web-based system. My bid is on Ms. Access design and not excel. For Excel, I would do at $150.
