Hi, I read your all 7 requirements. I can build you a web scraper in PHP in such a way that you copy all the files onto your flash drive and can run that from any Windows computer without installing any additional software. But the caveat is that the scraper itself will not be in an executable file. It will be in a PHP file which will run with the bundled PHP version I'll include with the scraper. Another thing I would like to mention is that the scraper will be run on the command-line. It will not run as a desktop app. But you will still have an option to give it input and output files of your choice using command-line arguments. It will also support proxies defined in a CSV file and will also perform queries in random intervals to mimic human behavior. It will also remove cookies when changing IPs. Trust me I have done this type of work before. You can also run multiple instances of the same script each in a separate command prompt window. Now the only thing left for me is to know which website you would like to scrape and what content do you want to scrape out of that website. I can deliver you the scraped data in TXT, CSV, XML, JSON, MS Excel, PDF, MySQL, and SQLite formats. For generating PDF output I'll charge you an extra $50 because it's complicated.
