Metering System for Remote Energy Monitoring and Control

We want to create a metering system which will be able to monitor and control an energy system remotely. Assume we have a solar/inverter system in a home somewhere, with the house connected to grid or not/having a generating set or not (a house with all three has 3 power sources), we want our metering system to: 1. Monitor and read the power consumption in the home and show this on dashboards/reports 2. Turn on and turn off the inverter system 3. Monitor battery levels and when at a certain DoD (50% DoD), switch on a generating set (if available) or shut off the inverter system if gen set is not available 4. Allow switch over from genset to the inverter system if gen set raises battery levels to a specified point, say 90% 5. Allow integration with mobile money platforms to accept payments which will top-up accounts 6. Have the ability to cut off users who have accounts depleted to zero 7. Have the ability to switch on those users when the accounts are topped up 8. Pull various kinds of usage reports from the system 9. Be able to switch between the solar system and the generating set based on parameters like load, insolation level ,..., creating a hybrid system 10. Be able to control certain appliances in the home, turning them on/off based on profiles set We would like the system to be able to work with minimal connectivity requirements, means SMS, 2G as it will be used in some areas where internet connectivity is poor.
