Create Budget Programme V3

in V1 & 2 we created a budget programme from Excel & coded it into VBA & C# including a licence and registration for users. I need a skilled programmer who can take this programe to the next level by creating a programe where vsn 1 is included under a tab then add another 4 tabs for adding various bits of imformation. Some are very simply adding "text info into blocks". others require a very basic Excel type formula (supplied). Another tab which creates a type of report which has the ability to ''attach' pictures & quotes'. the last tab would be to create a print version or email the full report. Several sections would need to gather information from one tab to another, and all should work seamlessly together. Requirements : IT; Excel; VBA; C#; report creating; Fluent English.. Attatchments : V1 10 year.. - existing. All others are visual graphic mock ups to show what I need
