Came across your requirement, and I have worked on simillar estimator tools in the past for a few of my customers.
Ideally there are 2 ideal ways to proceed.
1> Excel userform based solution: Excel userforms enable complete control on the input data, while giving flexibility to send emails (from within excel at the click on a button), enable drop-down section, to create accurate quick estimates.
we can also provide add-ons to get the excel sheet with live pricing (i.e, if multiple users are using the estimator, the prices can be changed online, and these prices will change for all users)
2> Web-forms: Excel has certain limitation, and stability issues. This can be overcome with use of state-of-the-art tools like webforms. this can provide multiple other add-ons which are required for estimating tools like having a database of all your products and services etc.
