Reskin PHP Website to Modernize Look - mostly CSS changes

Need to refresh the look of an older website without modifying the code too much. Just want a fresh look. Project should be focused on CSS modifications and minimal code changes and html changes unless absolutely necessary. The site is older and done with PHP so knowledge of PHP is required but NO scripting is necessary. I would like the site rebuilt online in a /newsite directory then moved to the root when completed. Stages are - 1. Mockup of the redesign (must be approved by client) 2. Implementation of CSS (reskinning the site) 3. Move from /newsite directory to root Attached is a screenshot of the current design. The pages are using php includes as a basic templating system so you will only need to modify the main layout template with the updated look and feel. Again, it would be ideal to accomplish the redesign with mostly CSS changes only. The header is in flash and should be replaced by with just an image or even better a simple slider - but only javascript - no flash! The logo doesn't need to be modified and the images will be provided. Also, the screen resolution should be 1024 so it fits on an iPad. That is all unless you need more information.
