Colorful and professional illustration needed (adobe illustrator)

We need an illustration done of a mall on a beach. A sketch of the layout is attached. The style must be very professional with good attention to detail, colors, shading and shadows. This should be a high quality illustration. The final must be done in illustrator, have layers, and be drawn using strokes. Do not take the sketch I am providing and do a live trace or use a similar method. Illustration must be in color. The final size should be 2750 x 800 px. Throughout the illustration are boxes for advertisements, these can be left blank, but must be at the sizes specified. I can provide another illustrator file with the boxes laid out correctly, and the illustration can be drawn around these boxes. During the process I'd like to review the progress regularly, so the we can avoid redoing anything. Thanks and please let me know if you have any questions.
