build me a video ad software program

IIm looking for someone to design me a video ad software program with editable preinstalled graphics themes and or slides that has the ability to also have photos installed and removed on the program so my clients can just type in their sale ad upload some photos and have a 30 second video ad ready for them in minutes! I need to be able to install it on my website for my clients pages and it be completely responsive and compatible on all browser platforms! These ads are for product sales only not ads promoting a company so the graphics need to be geared toward products! I would also like this software to have the ability to install more graphics, slides, and or themes if needed! Please quote me a price!! Thank you
