Creation of a webpage template that imitates a local newspaper

I need a professional to create the template of a fictitious local newspaper and to insert two versions of a text I created in that template. Goal: use in an academic experiment. To be absolutely clear: the goal is not to create a webpage, but to create the model of a webpage and insert in it two texts. Very simple. The final product can be delivered on a PDF file or via an hyperlink. PS: Because the task is relatively simple and my budget is limited, the quote must definitely be below US$ 90.00 Examples of the webpage layout to be created follow attached. Requisites: a) Newspaper's title: Jornal de Cruzeiro Novo b) Below the newspaper's title there must be tabs of news content (e.g., Economy, Politics, General, International, Sports, Culture, etc.) c) Between the article's title and the text (to be provided in a word document) a picture of my choosing must be inserted. d) The template must have a simple design, with few colors. e) The background must be predominantly white, especially where the text will be located. f) It must not have the following colors: red, purple and pink g) Suggested fonts: Adobe Garamond Pro, Book Antíqua, PT Sans, Cambria
