Design a graph

I need to design the world map with time zones. I have found many online, but none with good quality and clarity, in addition to restricted usage rights. - So my requirement is to have a high quality blank map (grey color) without international borders nor country names. - I want the map in an AI and PSD files with different layers between the map and the lines, so I can modify the thickness/color/etc of both layers. - I want the timezone lines to be darker grey, close to black. - I need the following cities to show on the map on different layers: Wellington - Tokyo - Jakarta - New Delhi - Dubai - Riyadh - Cairo - Berlin - London - Rio de Janeiro - New York - Mexico City - Vancouver - Anchorage - I shall have full rights to use the final result. Please provide the source of the used map with declaration of my possibility of personal/commercial use, and thus I shall have full ownership of the final result. An example of the final result I'm looking for is attached. I need to follow exactly the timezone lines in the attachment (after fixing the skew). Please ignore labels and clocks. Thanks,
