Hi. I have just been looking around the hot or not website. It has changed A LOT since I last looked it, around ten years ago!
Hot or not is a huge undertaking, there is so much there, it is huge. I do not believe you can get close to a replica without getting closer to the USD 1,000 mark, but it depends on what you really want.
If you want a website that is mobile responsive with purely registration, log-in, rating/voting, monthly contest, comments, likes, photo upload and BRIEF profile, you can probably get nearer to $600, including a clean, crisp design. If you want all processes it could go up to $2000 including full-on chat, full language filter (as HotorNot has), location detection, etc, etc, etc.
