Need a website made

Need a website made that has these following features: -A home page with donation button (just liink it with paypal makes it easier) -create account page (they will be asked recruitment questions similar to the feedback page syntax) asked for email and pass like usual, then thier account will be under review and they will be told, infromation goes to a private area for commander rank and first sergeant rank to see, they can accept or deny users. -Donation page -private page (only accessable by first sergeant and commander ranks) just more download links -about us page (just make me a text box) -Knowledge page ( simply where people can download zip files & other small files) -ranking page (realtime or as realtime as possible, shows active ranks of all users on the site) - A little Feedback page (Comprehensive: there will be a name box that will say geust if they arent logged in and greyed out. Asked questions on a 1-5 scale, they bubble in number and they will be asked two answers where they can type into a box to answer (must be at least 10 characters) If they leave feedback while logged in, it will auto link thier account nameand put thier account name where it says geust automatically.) If they are a geust, only 1 ip address can leave feedback every 30 days. they will be notified this. only 1 registered account can leave feedback 1 time --------------------- Now thier site permissions: Sentry - can access all pages only Sentry First Class - can access all pages only Sergeant - can access all pages, can access that private area but only see create account info for new users, from there they can check a box reccomending the account for creation, but they cant actually approve the account. everyone with access to the page will be able to see they reccomended the account. First Sergeant -can access that "private area", approve accounts (acounts will be able to log in once approved), can see lists of all accounts and have permissions remove users entirely, demote, promote up to sergeant. They can ban accounts for either 3 days or 1 week. Can add or remove ebooks and what not on the knowledge page. Commander- all rights access. access to everything, plus IP ban. Concept of private area: I wanted it to be like an administration hub in a way, where higher rankis can do administrative stuff on the site in once place. Can do create account approvals and see reccomendations by sergeant rank Can add and remove knowledge page zip files from here can view feedback from here can rank edit from here can view all registered accounts and see thier IP addresses. history tab tracking what users recently have done in the private area administraton sector with timestamps ------------------------------------- general notes (rank will be in front of users profile name everywhere all over the site, like a tag). reply with "I have clearly seen your job and I think Im capable of doing it effectively" (So I can weed out people who auto select the job without reading it at all.
