Need wordpress expert to make link for online contract/agreement

Hello, So basically it is not just a link, but a link for a specific user. The document is same but for each user we have to send him a unique and secure link which only opens if the user is signed in and the final signed document is only available on his dashboard and admin dashboard. I can do the job and make it as a downloadable PDF which can be filled and uploaded back. I need to know about the server and php version which you are using and also about the technical details of the accommodation website. so please share the link with me.
