Word press website needed finished

On the home page there was a list of states and cities there my website person took it off there i want to set up where someone goes to a state than once the state comes up the cities will come up, too. we can add it to the top left side also when someone clicks on an icon the search for states and cities doesn’t work someone needs to be able to go to the state then a city to come up, it doesn’t do that. you have to type in the state and city in search bar we only allow someone with an ip address in the US to post we need to record the cookies so we dont have the same user posting ads over and over allow the same user to create another account and be able to post after 48 hours make some text to come up when someone posts 2 ads per category 8 ads per day Make it where an account cant post more than 8 ads aday I want people to be able to flag the ads report the ads I would like to set a phone verification so people have to verify there accounts with a number Also, let google chrome save the user log in info everytime I go to post its asking me to accept the terms, make that only once theres people who have posted and ads are waiting to be approved, I just dont know how to accept the ads we have to unblock robot.txt. if u know what that means, to get the site to show up on google what is this: THE URL YOU HAVE SUBMITTED TO TRAFFIC EXCHANGE WEBSITE, HAS FAILED OUR VERIFICATION when people post I want to make sure they can post any size pic and the pics will be auto resized also if people can log in with there facebook twitter or reddit accounts on the posting page for prices I want to change the price to 7 days $7 14 days $14 30 days $30 once they choose their days, their ads will not appear in the top list should rotate slowly all paid ads
