I have recent experience with ionic app upload on Testflight. One of my apps was easily accepted into Android, but for iOS we had to make changes so that it would become compliant with the new restrictions for iOS 13.x . I can do the same for you by updating / patching native cordova plugins to become compliant, changing the javascript code to comply with iOS new limits for 13.x and eliminate crashes due to the same. I will expect that you have a developer account for testflight, if not I can guide you on how to setup your account for paid developer access (annual fee extra and paid directly to Apple).
