Manipulating iphone selfie camera

I need some kind of software / script or whatever to do the following task:
User upload his/her own photo
when user runs the camera front camera, the camera should capture the photo that the user choose in the step above. NOT the real LIVE photo.
So for example if some one sends you a link and asks for permission to open your camera to take a selfie , only the picture that you choose will show and get captured.
