We are developing ERP product, I need someone who will achieve following scope:

Scope of this story is to connect java backend with SMS API. Integrate SMS pack API. Suggest for cheapest API is available in India. Audit the SMS count. Retry SMS if delivery fails. We have customer contact information available in backend.

Note - I am open for extending budget based on justified estimation.
