TCP Server to accept CCE protocol data from GPS Device

Good Day Chris. My name is Prabhath, an electronics and electrical engineer working in electric power utility company. Let me describe a similar project I have done. My end device is not a GPS ,but a a smart energy meter. I implemented a device (Arduino) to read the meter data via Modbus TCP and transform those data into JSON objects and send to a MQTT broker. Then a remote MQTT client collected this data and saved in a MSSQL DB. I am very much confident with TCP server implementation, JSON and MQTT. To be frank, I have not worked with GPS Devices with CCE protocol. I am open to lean and implement it quickly. It would be great if you could share the protocol document of your GPS.
