Build RSS News Headline GUI in Python

Using Python, I want a low latency function and GUI that collects the news headlines only from any number of RSS sites that I input. The function should be able to run in realtime, with only the most recent news headlines (or updates) added to some output csv file and GUI. The function should be generic to accommodate and xml/rss feed but the performance should be supportive of at least 30 rss feeds. The GUI should have the datestamp (in UTC), the title of the article, the author, the url link as well as the source. Of course some RSS/XML feeds will not supply these fields, in which case the field and/or feed can be ignored.
Cython can be used to drop latency.
