Update our Joomla Website (3.6.2) to latest Version (3.9.) and make it responsive

On this page: [login to view URL] we would like to have two workarrounds:
1. Change to latest Joomla Version by keeping the contect .
2. Make the design responsive, I´m open for suggestion for the workover. It needs to be responsive for mobile, tablet and desktop, should follow newer UI standards, work with the content we have now and can be a standardtemplate. We still want a main menu and I´d like to add a footer where we can put the imprint (impressum) and "Datenschutzerkärung" to have less items on the main menu.
Colorsheme is in my eyes also something that can be improved.
The addons that are used now are: "JCE Fileexplorer" and the ZOO CCK / Content Builder is used. We are open to change this, as long as the content (text, pictures) can be overtaken.
New version needs to work with PHP 7.3
