migrate emails, setup 2factor on email accounts, and fix spf and dmarc

Hi, I have a client with email on hostgator who are constantly getting hacked. Seemed like it stopped and then they started getting spoofed. So i setup hard stop spf records. now somehow they are getting hacked again and they are blacklisted for spamming but its not coming from them but some attacker.
So what i would like someone to do is.
Find a email provider similar cost to hostgator (if you can do this with hosgator that is ok also but need to change ip address to help with blacklistings) where cost is low. ie they have about 60 accounts and it doesnt cost them any extra to setup new emails

[login to view URL] check dmarc records and modify if needs
4. check dns records
5. One of there websites sends email, make sure that still works and give details to coder if needed to make it work
6. All other accounts besides websites should have 2 factor
7. get email unblacklisted
