Hi, I'm well experienced in Linux and OpenVPN. I can build up a solution to meet your requirement. I have implemented same solution to one of my clients and to myself too. I'll install, configure OpenVPN server and make scripts to create, delete OpenVPN users easily. Ultimately the user connected to the OpenVPN will expose to the internet not from their physical location but from the location of the OpenVPN server and the traffic is encrypted (no one can intercept and look what you're doing on internet) Hope to work with you and complete your project.
