Android background stop service killing by OS needed now

Budget is 20$,Minimum of 10 years experience with background services.

1)Have service which is sending data via REST like lat,long,battery level etc to webservice which is running for every 30 seconds using ALARM manager.

Issue is as follows:

Service will be stopped or killed by OS ,webservice call gets stopped by OS.

Task:You have to make sure that webservice is calling in background continuosly 24 hrs withput stop,it should restart at any case if OS [login to view URL] can root phone also in order to stop this killing of webservice call.

You have to send apk which runs 24/7 with one webservice call to server.

Once tested and working ,you can send code to test ,once its all fine ,you have to integrate into existing code,send code back to us ,we will test 24 hrs,will release milestone on success.

This was tried by 3 other developers who failed to do this,they were saying it does not work on latest API ,it use to work in older API [login to view URL] a solution ,phone can be rooted also.

Can anyone fix this issue who has worked on the similar task. ?
