Build a handheld sensor for NPK measurement of soil

This sensor will be used for agriculture purpose. NPK specifications of soil is important for a farmer to know before addition of fertilizers. Indian farmers either use excess fertilizers or deficient fertilizers leading to poor yields and high costs.
The requirement is of the following:
1. Handheld portable device capable of measuring NPK of soil with accuracy of 95% . Comparison will be done with lab tested sample of soil
2. The sensor will need to be dug into soil and must be connected to the cloud through Wifi, Bluetooth or Lorawan and should have capability of getting connected through NB-IoT. The sensor should be able to send data from the sensor to the cloud
3. App is not required. With APKs, we can get the data on mobile phones
4. Final target price for the sensor module is Rs. 500 per device. Can discuss with person working on this project
