Build Smartphone App to show website

We have a website for online food-ordering (based on WP)
we want to provide an android and ios app so the users can also use a distinct app.
the appshall use the website as the visualization, so basically we need a app to open the website on a fullscreen. We have a prototype using corona sdk, i would like to stick with the technologie but if you have a good reason to use other technologie i am also fine with that.
following are the key facts what i need
- App for Android/IOS
- opens our oder website (url will be provided by me) on full-screen but still give the user the feeling to use an App
- Splash screen to overcome loading time
- notifications, if we have a new blog post online on the website i want to notify the app users (something like FB oder instagram notification)
- upload to google-play-store and Apple IOS store so we can publish the app (or better say help us doing that, i have an DEV account for google but i got no clue how this works on apple apps.
)
the primary aim is to provide this app, and for sure also the source. We usually manage our apps on bitbucket and it would be great to have a build pipeline to build the apps using bitbucket pipelines. You might want to offer two prices 1) just doing the Apps 2) providing the Apps + setup the build pipeline so we can build it on bitbucket
PLEASE dont waste my time! the budget is set, if you think it is a good idea to bid on a project with price range 30-250€ with 2000€ this will not work. I am looking for a simple solution which is based on my website

i dont need a newly written app implementing order features like woocommerce.
i JUST need an app showing the website in a valid way
