Hello there, I'm long term Android developer and worked with QR codes recognition and inventory management. Created quite complex system and yours seems to be just a data set behind it. I would use Google Firebase which supports online and offline data and sync and is easy to access.

This is quite a simple task that I would say would require a couple of days to do + 1 or two days of testing and polishing (meaning you review the app, provide feedback, discuss, make changes, etc.). "Also, it needs to work offline so the user needs to upload an excel table to the app, go to the field with the app, then upload the modified table on the desktop." If I understand this correctly you keep the information about the valves in an Excel table. This brings the question if the app is going to be used by multiple users in which case it is likely that one user would make changes in the table on his device, another on his device, etc. Then these changes needs to be synchronized back to a single Excel table on the desktop. If this is the case then an additional program on the desktop can be used to merge the Excel files downloaded from the individual devices. There are also alternatives like using a database, or automatically downloading and uploading the shared Excel file and synchronizing the changes with each device. I would be glad to discuss an approach that would be most convenient to you as we as details about the application.
