Not Sure Yet

I’m not very familiar with programming so I’m not sure how long it would take to get what I’m asking done,so after giving you more details of the game I’d like you to advise me on that. I can have a budget upward of 500,000USD providing the quality of the game is top tier , as for the game itself, It’s a Massive Multiplayer online city builder strategy war game, the game that I have in mind a mixture of 2 games, Age of the Empires(PC) or Warcraft 3 (PC) and Game of War: Fire Age(IOS/Android). I’d like to take the fighting and building mechanics from Warcraft 3 or AOE, and basically take it online like Game of War: Fire Age with thousands of players on one server fighting for limited resources and power to continue upgrading their base. The game must include the ability to make in app purchases and be able to include ads. I’ll get into more details with whenever you put me in contact to the team that specializes in these requests.
