Webview app for iOS and Android -- 2

Hi, I am looking for a developer to make a template file for iOS and Android app.

This will be a simple webview app to publish on the store. This is a personal and non-profit project.

I have already developed the website and built the app with webview in Xcode as it is very simple. But, i want to make it better with following.

- I need Xcode and android studio source files for the project that i can use as a template for any other weblink.

- Need to handle network error and want to show offline html file for that.

Please note: (Since Freelancer.com doesn't give option to choose fixed price, I would like to mention my maximum budget would be Rs.5000)
