Hello, It is not clear if you need an interface to enter these 500 entries once their time is up. I can help for the initial first time inserts. Even if you get a server based solution, you will definitely need a Windows application in order to have that "notification on desktop". What I propose is to build a windows desktop application that will stay in "tray" (near the clock, at bottom right by default). You will be able to open it up for certain tasks (setting up your e-mail account to send e-mail from, database connection details if that will be a cloud database, etc.). You need to be sure that that application runs each windows boot. It is not clear what a single record out of 500 records in database will contain. However, at least it need to have 3 columns (1) short explanation that will be displayed with notification message, (2) admin e-mail, and (3) expired person e-mail. Database of choice is a matter of taste. It is possible to work on many well known, widely used databases for my part including but not limited to (Oracle, SQL Server, MySQL, PostgreSQL, FirebirdSQL, SQLite3).
