This project requires customizing the NetBeans 8.2 Welcome module for a desktop application that is written on top of the NetBeans application framework. The effort will require modifying the background graphics from a NetBeans (application) and Oracle (company) look and feel to the contractor's application and company look and feel. It will also require reducing the structure from the existing three main panels ("Learn & Discover", "My NetBeans", and "What's New") down to two main panels ("Learn" and "What's New"). Within those two panels there will the following subpanels, "Learn": "How Tos", "FAQs", and "Demos" and "What's New": "News" and "Blogs". Each subpanel will reference articles published on the web and can follow the NetBeans implementation under the "What's New" -> "Blogs" panel. The minimum skills required for this effort include the following: (1) proficient in Java, (2) familiarity with NetBeans, and (3) skilled in an image editing application, e.g., Photoshop or Gimp.
I have already created this customization before into the welcome screen, i work full time as java developer on a application built over the NetBeans Platform. I do it for you the way you need.
