Music Marketplace CMS + e-commerce website

We are a web company based in the USA. We focus in music and events through marketplace platform. Job description: Most importantly, I'm seeking a solid, reliable team that works fast, and can deliver under pressure on due dates. Furthermore, will stick around to help fixing bugs after delivered the project. Now in regards to the web development, We need a website similar to elance hiring and eventbrite ticketing. Web development project type: New Website Client side or server side development: Both Specific programming languages desired: We prefer an expert in RoR (Ruby on Rails) or php is good too. Due to time and budget limitations we have, we're willing to open up the project to CMS implementation. Drupal, Joomla, ModxCMS, Magento, etc are all welcome. Desired website or component functionality: I want a site to have escrow features (using paypal adaptive payments), create events to sell tickets, buy tickets that have barcodes, create profiles, send messages, share updates, and biding for jobs. Additional comments: I have all the PSD design for the website, so there's no focus on the UI part but heavily on the development. But you'll need to know how to convert the psd files to HTML/CSS. I need to complete the website within 3-5 (sooner even better) weeks. I want to have two milestones and reward someone for the project this week. If we send some confidential materials, we will also have you sign an NDA before anything is sent. If you are awarded the job, You will need to sign the Independent Contractor Agreement. We usually place the funds in escrow when the project is complete and release all the funds the same day. I look forward to talking to all of you! Our budget is not more than USD$1100.
