Simple tsg upload, storage, filter and redownload

Doesn't need to look pretty, just be functional.

The script will need to have two upload boxes for seperate tsv files (tab seperated values) - Example files attached.

These files are generated by users of a pre-written javascript script that I cannot edit.

The script will only accept an upload of filetype .tsv and reject any other files

The script will read the contents of the tsv file and import it into a mysql database.

Unique value for each file type is the first column "ID"

Only the latest, most up to date value should be kept in the database, sorted by either "LAST_USED_DATE" or "LAST_SCAN_DATE" (see attached files)

Finally the script requires an export to tsv file to allow a user to download the entire database.

Templates etc are not necessary - this just needs to be a functional bare bones script. Ideally the script should be a single file with two upload boxes and two download links. Optionally the coder can have a second php file to contain mysql connection information and the database queries, but no more than two files. I would think a good coder should be able to complete this project in under an hour as no design work is necessary. Bids of over $40 will be rejected, an ideal bid would be $30 with a 48 hour turnaround.
