affliate cgi script

I need a CGI script in PERL or PHP that allows webmasters to input personal information on a html form, store that and give the webmaster a affiliate linking code (html link) to my website. The code will follow the user through pages on my site and be used to track users who buy services/items from my website. As long as there is something to create PAYPAL links that have a tracking code embedded in them, that way when I look at the Paypal transcactions I can see if they were done by a referall or not. Once someone uses the referall link my site would need to create the paypal links with th correct referrer code.
