web login-disk space quota-webDAV protocol

I have some perl code that takes takes login information, sets up an account username/password in a text file, emails them to verify their login. Emails them a random URL to verify they got the email. THEN activates their account to upload to the website. Upload to website uses a form. .I'd like to add WebDAV ability. I'd like users to be able to map a drive to the webdav folder using basic authentication, which runs [login to view URL], then a [login to view URL] page which also to give them some more help on how to upload files. script needs to do this: I have webdav enabled IIS windows 2003 and it works. I need to make webdav authentication work with the perl text file of usernames/passwords.
