Forum, Bot and Banner Developer

Hi, I will like to hire a experience developer to create a forum, bot and banner. There are some function that I will like to include in the forum. 1. It have a GPS navigator to track on the user's detail location as well as IP tracking. All this information will not be seem in the user account. 2. There will be a function that only the admin set which account will have this function. The function will be auto post in the forum. The thread will be create by the user and the thread can be keep for future use (Max: 100). Beside the thread, there is a checkbox which allow the user to enable the thread or not. It will have a new function which enable him to autopost the every 15 minutes(random). There must be a label beside the post to show the post is run by autopost. 3. For the autopost function, It will only keep the latest 5 post to show in the thread. The rest of the oldest post will be delete. 4. Chat. It must have a similar way that allow user to chat with friends through 1 to 1 or group chat. 5. There must have 20 banner at the top of the forum and 5 banner in between header topic. The banner will change every 5 minutes. The back end control must be user friendly. 6. I need a script that makes sure that every thred in VBUlletin has a nice Twitter / Facebook icon attached to it for people to Retweet or Submit a VBUlletin Post to Facebook. 7. Ranking system. It will be base on the like function like facebook to determine user ranking. 8. Securing hundreds of scripts against SQL injections and other harmful attacks. 9. There is a open chat room for every user to go in chat openly. 10. The back end control can determine whether the header is create, is it a public or private or VIP. If private, every user can post but wait for admin or moderator to approve. If VIP, only VIP member can acces into it. 11. There will be a gateway for payment. The payment method is Paypal. 12. 9 Banners will be design over here. 5 Banners will be the forum logo with some text in (5 color will be use here). 4 Banners name and information will be given after award the team. There are some function that I want to have for the bot. 1. Able to create account or assign max: 100 account. Best that it will be able to unban itself from the website that it is assign to. (The website will be given after award the team) 2. Able to autopost in the thread every 15 minutes (random). The thread will be create by us and the URL link will paste into the bot and assign which account to use. 3. Hide the IP address from the website admin control panel. 4. Able to write simple messenge and post together with the banner. 5. Have a checkbox beside the bot to let us choose which account bot to use. 6. Another function that the bot must have. It must be able to PM all the user from the website with simple messenge and banner together. 7. Another function that the bot must have.
